First Year Scholar: EOF Admissions Status & the EOF Grant

As stated in the EOF Application, you are conditionally admitted into the EOF program by Rutgers based on the review of your family’s 2018 income. A post-admit review of your family’s 2019 income must be completed by the Rutgers Office of Financial Aid to finalize your acceptance into the EOF program at Rutgers.The EOF grant can only be added to your Rutgers Offer Letter after the Office of Financial Aid confirms that you are financially eligible to receive the grant. 

This is a required step:

  1. To confirm that the data reported on your FAFSA or NJAFAA form is accurate and resolve conflicting information
  2. Verify your family's 2019 income, assets & household size meet the NJ EOF requirements
  3. To receive the EOF grant & start Summer Institute on July 6th
  4. To complete your EOF Admissions at Rutgers

 The earlier you complete the process, the more timely you will receive confirmation of your EOF status.

Four Alternate Ways to Order the Tax Return Transcript & Verification of Non-filing Letters

  1. DOWNLOAD: Visit irs.gov, select “Get Your Tax Record” and then “Get Transcript Online” or “Get a Tax Transcript by Mail.” Be sure to select the appropriate tax year. For further assistance, read the frequently asked questions about getting a transcript online. (instant download)
  2. BY FAX: Complete the IRS Form 4506-T, and check box 6a to request a return transcript, year: 12.31.2019. Fax to 855-821-0094 (may take 5-10 business days) DO NOT ONLINE FAX SERVICES! It will not be received by the IRS.
  3. BY PHONE: Call the IRS at 1-800-908-9946 to order by phone. (may take 5-10 business days)
  4. IN PERSON APPOINTMENT with the IRS & Bring the completed IRS Form 4506-T to the nearest IRS officeNOTIFY EOF COUNSELOR OF IRS APPOINTMENT, DATE & TIME960x0

1. How does a student or parent submit proof they did not file taxes?

If students (dependent/independent) or parents have not filed federal tax returns, you are required to submit the IRS Verification of Non-Filing Letter. To get the form, follow the steps:

  • Not available for download from the IRS website if a person has never filed taxes in the past 
  • IN PERSON APPOINTMENT with the IRS & Bring the completed IRS Form 4506-T to the nearest IRS officeNOTIFY EOF COUNSELOR OF IRS APPOINTMENT, DATE & TIME
  • FAX: Complete the IRS Form 4506-T and check box 7 to request a verification of non-filing letter, then fax to 855-821-0094
    • If student or parent worked, 2019 W-2 forms will be required. If W-2 forms are lost, request the IRS Wage & Income Statement, check box 8 on the IRS Form 4506-T
  • DO NOT ONLINE FAX SERVICES! It will not be received by the IRS. SAVE ALL FAX CONFIRMATION PAGES & ORIGINAL SIGNED 4506ts for your records.
  • Please note: Individuals who do not have a Social Security number but an Individual Taxpayer Identification Number will not be able to request the IRS forms via the website. Use the mail order option instead.

2. What if I ordered the IRS forms but received no response from the IRS?

  • Verify your 4506T form is complete correctly, see sample below.
  • You must try one of the alternative options listed ABOVE and notify your EOF counselor. Making an in person appointment may be the only way to guarantee receipt of the forms. NOTIFY EOF COUNSELOR OF IRS APPOINTMENT, DATE & TIME
